About Us
The Peace Coalition is a non-profit organisation focused on promoting peace by combining policy guidance and on-the-ground support for compensation, restitution and rebuilding for victims in war affected regions.
We are working with local and international experts and donors to pilot an HLP mass claims restitution process, supported by advanced new technologies and modern urban master planning. We will put theory into practice by conducting rebuilding projects in war affected towns and villages across Ukraine.
Meet our team
We propose a pilot project that will quickly and transparently rebuild two small Ukrainian towns. To examinethe functional parameters of a mass claims process for restitution and compensation, we have selected Andriivka and Kozarovychi, due to extensive property damage & destruction, and population dislocation.
Victims whose homes have been damaged or destroyed can apply for compensation via a secure digital platform, and use new types of digital evidence to prove their home ownership. The goal is to significantly accelerate what is typically a decades-long property restitution process, and provide a demonstration case that large development agencies can scale.
If successful, this process could transform post-war reconstruction, not just in Ukraine but around the globe. This pilot project will be conducted in a transparent manner with the knowledge, approval and cooperation of the Ukrainian federal, military local government authorities as well as civil society representatives and the civilian population.
Upon successful completion of the initial pilot projects, other communities will be encouraged to submit applications and a letter of intent to participate in further projects conducted in a similar manner.
Pilot Project
The entire process from guidance to pilot comes together in a ReNew and ReBuild Ukraine conference that the Peace Coalition will host in Ukraine.
The goal of ReNew and ReBuild will be to determine actionable plans for the quick resettlement of Ukrainian refugees and IDPs, and to coordinate funding from Western donors and governments for victim compensation and restitution.
The practical results of our efforts in Ukraine will be applied to develop a new platform focused on combing policy and technology to preserve peace by putting a price on war.
The Cost of War index will combine real-time data feeds from our partners with real results to assign a price to war that will make aggressors think twice about starting a war they cannot afford.
Guidance Note Ukrraine Law 7198
Our group prepared a Guidance note on the efficient resolution of civilian claims for damage and destruction of their homes, land and property (HLP).
Guidance on Canada Special Economic Sanctions Amendment
We were also asked by Canadian Senator, Ratna Omidvar, to produce a Guidance note based on her special economic sanctions amendment which provides the mechanism for Canada and other governments to forfeit seized Russian assets, and use the money to compensate victims in Ukraine.
Digital Hryvnia
Concept note for a new digital currency, a ReBuild Hryvnia
Our UBRD proposal includes a new digital currency, the ReBuild Hryvnia, which will be tested during the pilot projects to enable the flow of donor money in whole or in part to third party service providers with the assistance of local and international banks.
Smart Urban Planning
The goal of reconstruction of these villages involves not only the physical buildings but also the art of urban design and new district master plans.
We will employ best practice in urban design to more effectively improve urban life. We respect that such villages have existed in their form for centuries and have inherent qualities that work. We will apply the practice of community engagement in order to seek out potential improvements. The citizens are the experts and tapping into their needs and knowledge helps us propose solutions that will provide improvements in the urban design of the communities.
Concept Note UBRD
One of our recommendations to move money from forfeited Russian assets into Ukraine is the establishment of a new, independent Ukraine Bank for Reconstruction and Development based upon the precedent of the Europe the German Marshall Fund.
As part of the pilot projects, we plan to test the movement of funds from donors to claimants to builders, thereby ensuring money from a future UBRD could be deployed to the satisfaction of donor organizations.
