Ukraine Digital ReBuild Hryvnia Concept Note

Geoffrey Goodell, University College London (g.goodell@ucl.ac.uk)

We propose a novel and purpose-built payment mechanism for use by Ukrainian nationals to rebuild homes and other privately-held facilities that had been lost or damaged in the Russia-Ukraine war. Claimants shall receive electronic tokens that can be used to pay registered contractors to carry out construction tasks. The system shall be based upon the scalable architecture for retail payments described in our earlier work [1].

The system shall be designed to achieve three main objectives. First, tokens issued to Ukrainian nationals would be held directly by the individual claimants, not via intermediaries, to avoid the risk of failure or subversion of asset custodians.
